COLDWATER MEN’S LEAGUE CONSTITUTION

ARTICLE I

The name of this League shall be Coldwater Men's League.

ARTICLE II

OBJECTTIVE

This League has been formed and exists for the purpose of:

A. Playing the game of golf.

B. Promoting good fellowship and sportsmanship.

C. Learning and practicing the rules, etiquette and true spirit of the game of golf and thus promoting its highest standards.

D. Promoting the development of Arizona Golf Association; and

E. To aid and assist in developing and maintaining the course where its members play.

ARTICLE III

COURSE OPERATIONS

The League shall carry on its operation on only one public golf course in any one year, and that course shall be the Coldwater Springs Golf Course.

ARTICLE IV

MEMBERSHIP

The League shall maintain one class of members: Active.

A. Active members shall not be limited to a specific maximum membership limit unless designated by the Board of Directors.

B. Any person over eighteen years of age, personally acceptable and conforming with membership requirements of associations to which this League shall belong is eligible for active membership. His application must be submitted as provided by the Board of Directors.

C. Active membership will entitle the holder all privileges of the League, including one vote at any meeting of the League.

D. All active members of this League shall comply with all membership requirements of associations to which this League shall belong.

E. The Board of Directors may, at their discretion and by 3/4 votes amend the membership restrictions and number when such an act is in the best interests of the League.

F. Any member may resign his League membership by giving notice in writing to the Secretary and paying all dues and other obligations that have accrued to date of resignation.

ARTICLE V

LEAGUE MEETINGS

A. Annual Meeting

The Annual Meeting of the League shall be held at a time and place to be fixed by the Board of Directors, which is generally after the Club Championship.

B. Monthly meetings

The League shall hold monthly general membership meetings on the date of the first tournament of each month, unless postponed or changed by a majority vote of the Board of Directors. The meeting time will be based on the tournament start time. If the tournament is scheduled for an afternoon, the meeting shall be held prior to the tournament. If the tournament is scheduled for the morning, the meeting shall be held after the tournament. Exact times shall be announced to the general membership.

C. Special Meetings

Special meeting of the League may be called by the President, by a majority of the Board of Directors or written request of any five active members of good standing. Said written request shall state the reason(s) for calling a special meeting.

D. Notice of Meetings

Notice of the time and place of all meetings, whether annual, special or monthly shall be announced to the general membership in such a manner, as the Board of Directors shall decide.

E. Voting Privileges

At any meeting of the League, each active member in good standing shall be entitled to one vote.

F. Quorum

Fifteen active members in good standing shall constitute a quorum at any meeting of the League.

G. Proxies

Voting by proxy shall not be permitted.

ARTICLE VI

BOARD OF DIRECTORS

A. Election

The Board of Directors shall be composed of the four (4) Officers of the League elected at the Annual Meeting of the League. The officer shall assume office at the conclusion of the last tournament of the year. The officers shall serve a term of one year.

Any vacancy on the Board of Directors occurring between annual meetings of the League shall be filled by appointment of the remaining members of the Board.

B. Powers and Duties

The control and management of the affairs of the League shall be under the Board of Directors except where directed by vote of the general membership, but in no event shall said Board have the right to spend or pledge the credit of the League for a sum in excess of one thousand ($1,000.00) dollars.

C. Meetings

The Board of Directors shall meet at the call of the President or any three Board of Directors.

D. Quorum

Three members present shall constitute a quorum of the Board of Directors.

E. Proxies

Voting by proxy shall not be permitted.

ARTICLE VII

OFFICERS

The officers of the League shall be a President, Tournament/Handicap Chairman, Website Coordinator, and Secretary/Treasurer who shall be elected and hold office as provided in Section 1 of Article VI. No person may hold more than one office. Any vacancy in the officers occurring between annual meetings of the League shall be filled by appointment of the remaining members of the Board.

A. President

The President shall preside at all meetings of the League and of the Board of Directors and, in general shall perform the duties incident to the office.

B. Tournament/Handicap Chairman

During the absence or inability to act as the President, the Tournament Chairman shall perform the duties of that office. He shall also be the Tournament Chairman.

As Handicap Chairman he shall maintain the handicap roll and report it to the members at the monthly meetings.

C. Secretary/Treasurer

As Secretary he shall keep the records of all meetings of the League and of the Board of Directors. He shall give and serve all notices of meetings. He shall be responsible for and have charge of all correspondences, files and records of the League. He shall present at each annual meeting of the League a full report on all matters relating to the affairs of the League, including a summary of all action taken during the year by the Board of Directors. In general, he shall perform the duties incident to the office.

As Treasurer he shall keep full and accurate accounts of all monies received and shall deposit the same in the name and to the credit of the Club in such depositories as may be designated by the Board of Directors. He shall disburse all monies under the direction of the Board of Directors or vote of the League membership. He shall have authority to receive and to give receipt for all monies due and payable to the League, all checks, drafts, notes, warrants and orders, and to give full discharge for same. He shall present at each Annual Meeting of the League, a written report of the money affairs of the League and he shall make a like report whenever requested by the Board of Directors. In general he shall perform the duties incident to his office.

E. Website Coordinator

As Website Coordinator he shall maintain the Men’s League website.

ARTICLE VIII

DUES

The annual dues shall be seventy-five dollars ($85.00) per year and shall include the membership dues levied by the Arizona Golf Association (AGA), currently twenty-five dollars ($35.00) if a member joins between January 1 and July 15, if a member joins between July 16 and October 15 the AGA dues are twenty-five dollars ($25.00), and if a member joins between October 16 and December 31 the AGA dues are $0. Members that are delinquent in dues shall be denied all privileges of membership and shall not be certified as members of the League for competition held by the United States Golf Association and other associations of which the League may be a member.

Members whose dues are not paid at the beginning of any calendar year shall be considered suspended, but if his dues are paid at any time during the calendar year he is to be considered as active membership. Any member failing to pay his dues prior to last Men’s Club event of the year is automatically dropped from the membership rolls effective January 1st of the following year.

Yearly League Dues are waived for the prior year’s overall gross and net Club Champions and the Player of the Year and all Board Members.

You will be issued an AGA number that will allow you to post your scores, nationwide, to acquire a legitimate USGA handicap. You are required to "adjust" your score after each round before you post your score on the AGA computer system.

If a new member already has a current AGA card his membership cost will be fifty dollars ($50.00). We will honor it but you will only be able to net a 69 until you have established a Handicap with our League.

ARTICLE IX

FISCAL YEAR

The fiscal year shall begin with the first event after the Club Championship and end with the Club Championship.

ARTICLE X

OBLIGATIONS AND DISCIPLINE

The acceptance of membership in the League shall bind each member to uphold all the provisions of the Constitution, By-laws and other rules of the League, and to accept and enforce all rules and decisions of the Board of Directors and Officers acting within their jurisdiction.

Members and/or officers shall be subject to suspension or expulsion from membership or office for unbecoming conduct detrimental to the name of golf, the good name of the League, and/or the proper functioning or administration of the League. Expulsion shall follow the same procedure as Article XIII.

ARTICLE XI

NOMINATIONS

A. Nomination Committee

Two months prior to the annual meeting, the President shall appoint and the Board of Directors shall approve a Nominating Committee of three (3) members who shall nominate and or accept candidates for the offices of the Board of Directors. The report of the Nomination Committee shall be submitted to the League one month prior to the Annual Meeting.

B. Voting Process

Three weeks prior to the annual meeting, email ballots will be sent out to active members of record. Ballots will be returned via email to the attention of the General Manager of The Coldwater Springs Golf Course no later than one week prior to the annual meeting. Should a member not have email, a paper ballot will be available at the golf course for voting to be returned to the attention of General Manager of The Coldwater Springs Golf Course no later than one week prior to the annual meeting.

C. Other Nominations

Nominations may be made only as provided above, except that the active members present at the annual meeting, shall have the power to nominate a candidate for any office for which there are no nominees.

 

ARTICLE XII

NON-DISCRIMINATION

The League shall not discriminate against prospective members because of their race, creed, color or national origin.

ARTICLE XIII

AMENDMENTS

Amendments to this Constitution may be made in the following manner:

A. The proposed amendment must be presented in writing, endorsed by fifteen (15) members and proposed at a meeting of the League.

B. The proposed amendment will then be posted on the website indicating what will be discussed and voted upon at the next monthly meeting.

C. At the next monthly meeting of the League, following the introduction of the amendment, the proposed amendment will be voted upon and deemed to have passed if it receives 2/3 of all votes cast.

BY-LAWS

ARTICLE I

MEETING OF THE LEAGUE

At meetings of the League, the President shall designate the order of business. Robert’s Rules of Order shall govern the proceedings of the meeting.

ARTICLE II

BOARD OF DIRECTORS

The Board of Directors shall resolve all complaints or disputes between members of the League, but no member of the Board involved in any dispute shall sit in hearing or vote on such complaint or dispute.

ARTICLE III

THE PRESIDENT

In addition to the powers given to the President by the Constitution, he is authorized to appoint such special committees as may be found desirable and necessary for the further interest and purposes of the League.

ARTICLE IV

AMATEUR CLASSIFICATION

In dealing with questions involving amateur classification of a member, the League shall be guided by the rulings of the United States Golf Association.

ARTICLE V

STANDING COMMITTEES

A. Identification

The President shall, upon assuming office, appoint the following standing committees, if needed, to serve for the year:

1. Handicap Committee.

2. Tournament Committee.

3. Course Conditions Committee.

4. Finance Committee.

B. Definition

1. The Handicap Committee shall be responsible for supervision and administration of handicaps and shall be the contact group with other organizations in all matters pertaining to handicapping. The Committee shall consist of up to three (3) members.

2. The Tournament Committee shall be responsible for the formulation of the League's playing schedule: shall supervise the conduct of competitions and any special events; shall be arbiter in all disputes arising from play, and shall formulate and post any necessary local rules in harmony with the policies of the United States Golf Association. The Committee shall be the contact group with all other organizations in tournaments and related matter. The Committee shall consist of up to three (3) members.

3. The Course Conditions Committee shall be responsible for contact with the authority controlling the course where the League operates and with golf organizations with respect to such matters of Course maintenance and administration as the League may properly concern itself: shall render to the authority controlling the course and help of the League whenever consistently possible, generally cooperating to help provide good playing conditions and shall endeavor to keep informed of projected plans of the authority controlling the course affecting golfing facilities. Up to three (3) members shall comprise this Committee.

4. The Finance Committee shall be responsible for the performance of an annual audit of the accounts of the League. In addition, it may conduct other audits at the direction of the Board of Directors. Up to three (3) League members, one of who may be on the Board of Directors shall comprise the Finance Committee.

ARTICLE VI

RULES FOR COMPETITION

All competition shall be played under and in accordance with rules of golf as approved by the United States Golf Association and supplemented by local rules.

ARTICLE VII

HANDICAP SYSTEM

Coldwater Men’s League members have a league handicap. You are required to compete in (3) individual stroke play events to establish this handicap. If you are an existing member, your handicap will transfer to the new season. This handicap will become invalid, and you will have to re-establish a new handicap, if you are not an active member of the Coldwater Men’s League for an entire new season. If you are a new member with a valid AGA handicap, or a valid scoring record from another club, and it has not been inactive for more than a year, you may, at the Boards discretion, use this handicap until you have met the (3) individual stroke play event requirement. A net score of 69 will be the lowest score attainable until you have your Men’s League handicap.

The Board, at its discretion, may use the following to calculate handicaps for new members without handicaps until they have their (3) tournament rounds complete: Round #1 is played to a zero handicap, Round #2 is played to 50% of the index calculated for Round #1, Round #3 is played to 50% of the index calculated for Round’s 1 and 2 combined. A net score of 69 will be the lowest attainable score using this method.

The maximum allowable handicap for any player in a Coldwater Men’s League event is 36.

Coldwater Men’s League handicaps are calculated using the USGA Handicapping System’s method except for the number of scores used in calculating the index. The calculation is as follows:

GENERAL INFORMATION

A. Details of tournaments are published on our website.

B. AGA tournaments and others are announced at League meetings and posted on our website.

C. Payoff schedules are posted on the day of the tournament.

D. Guests are expected to pay their own green fees and entry fees unless otherwise agreed to by the participating parties.

E. Entry fees include cart and green fees.

F. We always play summer rules, we do not improve our lies, and there are no gimmies. Putt them all into the hole unless otherwise posted.

G. Tee times may be posted on the website prior to the tournament. Please check in at least 30 minutes prior to your starting time. Call the starter or tournament chairman if you cannot play. The Coldwater Pro-Shop Staff will collect all event fees before each event. You must be checked in with the pro-shop and have your fees paid at least 10 minutes before the event to be eligible to participate.

H. Infractions of rules should be reported to the Tournament Chairman. The Board will resolve any disputes concerning the rules governing play.

I. Our League meetings are held per Article V., entitled League Meetings.

J. Contact any League officer or director for answers to League related questions.

K. Members may obtain a temporary handicap by presenting at least five (5) completed scorecards to the handicap chairman.

L. Read what's on the Website to keep informed.

M. Sign up sheets for each event are available at the golf course. You must call the pro shop @ (623) -932-9000 to sign up for an event by 4pm the Wednesday before the event. The registration sheets are also available for the next event on the day of play.

N. Points will be awarded for the player of the year competition based upon the following system:

All players will receive points depending on how they finish within all entrants based on net scores. Example: If there are 20 players the 1st place net will receive 20 points plus an additional 5 points for first place, second place net will receive 19 points, 3rd place net 18 points, etc. If there is a tie, points for that place will be added together based on the number of ties and then divided equally Example: 19 + 18 = 37 divided by 2 = 18.5 each.

You must be present at the assigned times of the event and complete play to be awarded points or prizes. All scorecards must be signed and attested upon completion of play to be eligible for points and prizes. Points are doubled for Major events.

O. Men’s league event costs are based on the Coldwater Golf Course posted either Morning or Twilight rate (depending on our start time) minus $5.00, plus $3.00 for Board Member’s Green Fees, plus $1.00 for Coldwater outside services gratuity, and plus $10.00 per entrant for merchandise prizes. Optional "Skins and Pins" can be played for $10.00. $1 dollar of the pins money goes into the general fund to offset year end expenses.

P. Flights for Tournaments will be determined as follows:

INDIVIDUALS

1-29 entrants-one (1) flight

30-44 entrants-two (2) flights

45-60 entrants-three (3) flights

61 plus entrants-four (4) flights

TEAMS

1-19 Teams (1) flight

20-35 Teams (2) flights

36+ Teams (3) flights

However, the Men’s Club Board has the option to vary these numbers for any event. If changed, the determination of flights will be made before the start of play in that event.

Q. Coldwater Men’s League will have three (3) major events per season. Almost half of your dues are earmarked for these events. Not only will you have a chance for some additional payouts, the points are doubled for these events.

R. As a member of Coldwater Men’s Club, you will be entitled to a 10% discount on all regular priced merchandise purchased at the clubhouse and a 10% discount on greens fees (not including men’s club events). An additional 10% discount on all regular priced merchandise will be made available to members on the date of the first tournament of each month.

S. It is the policy of Coldwater Golf Course to adhere to a strict dress code. The Coldwater Men's League dress code is as follows: Collared shirts or turtleneck and no denim. Forbidden attire consists of: Jeans, Jean shorts, cut-offs, sweats and T-shirts.

No warning. You will be asked to put on appropriate attire (may be purchased at the pro shop) or leave. Green fees are forfeited if not complied with.

T. Scorecards must be signed and attested with all birdies or better circled.

U. Play ready golf at all times to keep pace with the group in front of you. If in doubt about finding your ball, play a provisional ball.

V. If a player can not make a set date or time of a tournament, no exceptions will be allowed.

RULES FOR ALL TOURNAMENTS

A. Entry fees can be paid no more than three months in advance.

B. The Handicap Chairman is responsible for posting your tournament score in the computer.

C. Players are responsible for the correct entry of scores on their scorecard.

D. To be eligible for the Club Championship at the end of the year, you must have played in at least six (6) individual stroke league tournaments. To be eligible for the other two Majors (Team Championship and Match Play Tournament) you must have played in at least three (3) individual stroke league tournaments.

E. If there are ties in tournaments, the following are the procedure to break ties:

a) In an 18 hole event, the tied participants cards will be matched by adding up the last nine holes (10-18) of each card, if still tied, the last six holes (13-18), if still tied, the last 3 holes (16-18), if still tied, hole18, if still tied, the front nine holes (1-9), if still tied, the last six holes on the front (4-9), if still tied, the last 3 holes on the front (7-9), if still tied, hole 9. (b) In a Nassau the procedure will be for the front nine holes (1-9), if still tied, the last six holes on the front (4-9), if still tied the last 3 holes on the front (7-9), if still tied, hole 9. For the back nine holes (10-18), if still tied, the last six holes on the back (13-18), if still tied, the last 3 holes on the back (16-18), if still tied, hole18. If no winner has been decided, joint winners shall be declared.

The above method will also be used to determine net ties using handicaps on holes where strokes are given.

F. Range finder devises will be allowed in our tournaments and providing yardage to other players will be acceptable.

G. If a player is disqualified or does not finish the round in a tournament, they will not be eligible for flight prizes, skins, or CTTP payouts.

H. If a member was eligible to play in the prior years club championship, the three tournament rule as stated in paragraph D. above is waived for eligibility in the other 2 majors.

TOURNAMENT FORMATS

INDIVIDUAL: Each player plays his own ball and records his gross score for the hole.

PARTNERS BEST BALL: Each player plays his own ball and records his gross score for the hole. The scorekeeper then records the best gross/net score for the two players.

FOURSOME 2 BEST BALL: Each of the four players plays his own ball and records his gross score. The team score is the two best gross/net scores on each hole.

FOURSOME 1 BEST BALL: Each of the four players plays his own ball and records his gross score. The team score is the one best gross/net score on each hole.

NASSAU; Individual stroke play, payoff is the best gross/net score on front nine, back nine and total for eighteen.

TWO MAN SCRAMBLE: After each shot the team selects the ball that will be played. Then both players play the next shot from the selected location. This continues until the final putt is made.

FOUR OR FIVE MAN SCRAMBLE: Same as above except four players hit from the selected location.

TEXAS FOUR OR FIVE MAN SCRAMBLE: Same as above except the team has to use each players drive at least four times in four man and three times in five man format.

STABLEFORD: This format scores so many points for an eagle, for a birdie, for a par, etc.

CHAPMAN: First Shot: Both players (A & B) hit a Tee shot.

Second Shot: Player A then hits from where player B’s tee shot came to rest…and Player B hits from where Player A’s tee shot came to rest.

Third Shot: Choose one of the two balls to continue the hole. The player who did not hit the ball to this position plays the shot from there (i.e. – If Player A hit the second shot to this position, then it is now Player B’s turn.)

Fourth Shot…etc.: Continue alternating shots until the ball is holed. You then record one team score per hole.

SHAMBLE: 4-Man Shamble (Blind Draw for teams…we have drawn 1 player from each of 4 handicap division to form the teams). In this format each player will hit a tee shot and the best shot of the group is chosen. Each player will then complete the hole using his own ball from the chosen tee shot. The two best gross/net scores on each hole will determine the team score.

MEGA PICK: Individual stroke play, but individuals can pick a partner or as many partners as they wish. Payouts are based on combined gross/net scores.

FORMATS AND RULES FOR INDIVIDUAL TOURNAMENTS ARE SET BY THE TOURNAMENT CHAIRMAN AND BOARD OF DIRECTORS AND ARE POSTED AT THE STARTING TABLE.

TOURNAMENT PAYOFFS

Payoffs for tournament winners will be made in script, which may be picked up at the League meetings, at the next tournament, or at the Coldwater Springs Golf Course Pro Shop.

Script may be spent at the Coldwater Springs Golf Course Pro Shop.

Script is good for one (1) year from the date of issue. Extensions may be obtained by contacting the Coldwater Springs Golf Course Pro Shop.

Winner’s lists, indicating the amount of script won, will be posted on the website within one week after tournaments.

Number of places paid in each flight:

Up to 8 players/teams … 1 Gross, 1 Net

9-15 players/teams … 2 Gross, 2 Net

16-22 players/teams… 3 Gross, 3 net

23+ players/teams … 4 gross, 4 net

Percentage of pay-outs:

Two (2) Places: 60% for 1st, 40% for 2nd

Three (3) Places: 50% for 1st, 30% for 2nd, & 20% for 3rd

Four (4) Places: 40% for 1st, 30% for 2nd, 20% for 3rd, & 10% for 4th

However, the Men’s Club Board has the option to vary these numbers for any event. If changed, the determination of flights will be made before the start of play in that event.

SIDEPOT PAYOFF

SWEEPS (a.k.a. Skins), we use the GROSS scores on the holes within your flight. You are only competing against those in your flight that have signed up for that side pot. You have to be the only player in your flight with the low score on a particular hole. If two people eagle the same hole, no one wins; but if only one person pars a hole and that is the low score for the hole in the flight, that is a winner.

The HONEYPOT is shooting a NET 70 or better. If you get a net 70 it pays, net 71 does not.

The BEAT THE PRO you have to beat the pro with your NET score. Tying the pro does not win.

We will designate a strong League or non-league player before that player tees off as the pro.

For PAR 11 you have to get a GROSS par on the 11th hole. Net par does not count.

For PAR ALL THE PAR 3's you have to have at least a GROSS par on the 5th, 8th, 14th and 16th holes. If you get a birdie and a bogey and still score twelve strokes, that does NOT pay. You have to at least par all four.

The LOW GROSS is low gross, usually only low handicap players get into this one.

The CLOSEST TO THE PIN on #5, 8, 14, and 16.

ALL OF THESE SIDEPOTS COST $5.00 TO ENTER, YOU MUST PAY BEFORE TEEING OFF AND YOU MUST SIGN THE SIGN UP SHEET. FAILURE TO DO THIS IS THE SAME AS NOT ENTERING!!!!!

All skin side pot money is paid off in cash and this can be picked up at the next tournament, or League meetings. Gross skins will be paid in each flight. The total money available for payout in each flight will be based on number of entrants in that flight.

The money paid for each skin is based on the following formula: Total skin money in the flight divided by number of skins.

To be eligible for skins, all birdies, eagles and double eagles must be circled on your signed and attested scorecard.

One closest to the pin prize will be paid on each par 3 for the entire field of paid entrants.

Payouts for each closest to the pin will be paid based upon an accumulation of $1 per entrant. The CTTP money is paid off in script and this can be picked up at the next tournament, or League meetings.

Players may enter the Hole-In-One prize pot at each event at a cost of $1. This entry must be paid before the beginning of play (no exceptions) to be eligible for payment from this fund.

If a player makes a hole-in-hole during an official Men’s Club event in which the player has paid the Hole-In-One entry, payouts will be made as follows:

We will award 100% of the accumulated funds to the player making the hole-in-one.

If more than one player makes a hole-in-one in the same event the monies to be awarded will be split equally among those players.

There is no maximum that will be paid out to any one player. Prize for a hole in one can be paid in either a merchandise certificate or in cash.
